LUCID registration for non-EU sellers: the step-by-step guide (and the one step you cannot delegate)
What LUCID is and why Amazon asks for it
Anyone who is the first to place packaged goods on the German market — which includes a foreign seller shipping a single order to a German customer — counts as a "producer" under the packaging law and must be registered in LUCID before selling. The register is public, and marketplaces are legally obliged to verify their sellers: no valid number, no active listing. There is no small-seller exemption and registration itself is free of charge.
Registration is only step one
The mistake that costs sellers the most: thinking the LUCID number alone makes them compliant. Registration is one of three linked obligations:
- Register in LUCID — your company data, brand names and packaging types.
- Participate in a dual system — a licensed recycling scheme you pay based on the packaging material and weight you place on the market. The data you report to the system and to LUCID must match.
- Report quantities — planned and actual volumes, on a fixed calendar.
Marketplaces check step one; the authority cross-checks all three. A registration with no system participation behind it is a visible red flag, not a solution.
The step-by-step process for a non-EU seller
- Create your LUCID account yourself. The law makes the initial registration personal and non-delegable — no provider can lawfully do it "for" you. With English step-by-step guidance it takes about 15 minutes.
- Appoint your German Authorised Representative (mandatory for direct sellers from August 12, 2026) with a written German-law mandate contract, and name the representative in your LUCID account.
- The representative confirms the appointment in LUCID; the register validates the match. From this point, your representative carries the producer duties.
- Dual-system contract and reporting — you contract with the scheme directly and pay recycling costs at cost; your representative manages the data and deadlines.
- Enter your LUCID number in your marketplace accounts — Seller Central's compliance section for Amazon — and keep it valid.
Common mistakes we see weekly
- Registering the marketplace storefront name instead of the legal entity — the registration is invalid if the data doesn't match your company documents.
- Forgetting brand names — every brand you sell under must be listed.
- Registering but never joining a dual system — the fine for missing system participation (up to €200,000) is double the fine for missing registration.
- Letting quantity reports lapse after year one — compliance is annual, not one-off.
